Parkinsons and disabilities

Hello, I am here on behalf on my brother who was diagnosed with Parkinsons just under 1 year ago. He is 63 years old and deteriorated rapidly over the past 6 months. He has very little mobility in his legs and is becoming very forgetful!!! Is it normal for this to happen so quickly? The parkinsons nurse keeps advising us that sometimes you can have a temporary set back but it may return to normal. My brothers wife works full time and is struggling with homecare. Due to his age and his wife working full time I understand they are not eligible for carers or allowance. He is now very depressed, I live in France so its difficult. Where can I find help?
